William V. S. Tubman University (TU) has signed a landmark Memorandum of Understanding (MOU) with the Ministry of Agriculture's STAR Project (Smallholder Agriculture Transformation and Agribusiness Revitalization) to enhance agricultural education, innovation, and productivity in Liberia. The official signing ceremony took place on May 1, 2025.

The STAR Project, funded through a US$16 million credit from the World Bank, aims to support smallholder farmers by increasing productivity, promoting commercialization, and enhancing competitiveness through the adoption of climate-smart and mechanized agricultural practices. TU's partnership with the Ministry of Agriculture falls under Component One of the project, which emphasizes capacity building, technology transfer, and the dissemination of best agricultural practices.

Dr. Olu Q. Menjay, President of TU, signed on behalf of the university and reaffirmed TU's commitment to national development through academic excellence, research, and community engagement. Representing the STAR Project was Mr. Galai P. T. Mombo, National Program Coordinator.

As part of the agreement, Tubman University has been approved to receive US$44,185.00 to support various implementation activities. These include training smallholder farmers in climate-smart agricultural practices, enhancing their ability to utilize modern farming machinery, and organizing field demonstrations to promote effective agricultural techniques. The funds will also support the development of learning sites that will serve as both training grounds for students and demonstration centers for surrounding farming communities.

This collaboration is expected to make a meaningful impact on agricultural development in southeastern Liberia by equipping farmers with the knowledge, tools, and strategies needed to improve productivity and livelihoods. It also further strengthens Tubman University's role as a leader in sustainable development through education, research, and outreach
